Top Recipients of UAE Aid in 2022
The subsequent pages delve into the specifics of the UAE’s foreign aid contributions in 2022, highlighting three
recipient nations. From the African continent, the focus is on Ethiopia and Sudan, while in Asia, the discussions
center around the assistance directed to Jordan and Yemen.
Jordan
Nestled in the heart of the Middle East, Jordan is among
the countries most profoundly affected by the Syria
crisis, making it a significant beacon of refuge in the
region. The country holds the distinction of hosting the
second-highest share of refugees per capita globally.
With over 760,000 refugees registered with UNHCR,
the majority are Syrian, but there is also a significant
influx from nations like Iraq, Yemen, Sudan, and
Somalia. Notably, around 83% of these refugees have
integrated into urban regions, living outside designated
refugee camps. 14

While Jordan’s dedication to this colossal humanitarian USD million
challenge is commendable, it has also put immense
strain on its resources, touching sectors like health,
education, housing, and infrastructure.

In 2022, accounting for 12% of UAE’s total aid that year, Jordan emerged as one of the top beneficiaries of UAE’s
Government
foreign assistance. The nation received AED 1.52 billion (USD 412.9 million), a notable jump, as it was more than
double the 2021 figure. Breaking down the aid, 31% was in the form of grants, while the remaining was channeled Emirates Red Crescent
as concessional loans. In terms of assistance category, 90% was towards Jordan’s development programmes, International Charity Organization
nearly 9% was for humanitarian support, and the rest was earmarked for charitable giving.

For five consecutive years, Jordan has consistently ranked among the top five countries receiving the UAE’s foreign Khalifa Bin Zayed Al Nahyan Foundation
assistance. Over the last five years, from 2018-2022, Jordan’s aid from the UAE cumulated to AED 6.32 billion The Big Heart Foundation
(USD 1.72 billion), with a 45% grant ratio.
