                 Foreign Aid Report 2022

             Allocation Insights

In 2022, when examining the modes of implementation, a significant 81% of the UAE’s foreign aid to Jordan was
channeled via bilateral assistance directly to the Jordanian Government. Meanwhile, 15% of the support was
directly executed by UAE donors, showcasing a multifaceted approach to ensuring aid efficacy and alignment with
             Jordan’s development objectives.

              01 General Budget Support

A considerable 81%, or AED 1.23 billion (USD 333.8 million), of UAE’s aid to Jordan in 2022 was directed as general
budget support. Of this, AED 1.04 billion (USD 283.8 million) fortified Jordan’s general treasury, and another AED
183.7 million (USD 50.0 million) was provided as grants to bolster Jordan’s annual general budget.

              02 Health Sector

Jordan’s health sector was prioritized with a disbursement of 82.8 million (USD 22.5 million). A dominant 89% was
set aside for emergency health endeavors. These funds were critical in maintaining consistent supplies of essential
medicines, the operational expenses of the Emirati Jordanian Field Hospital, supporting hospitals in refugee zones,
and establishing a dedicated tumor cancer center.

              03 Commodity Aid

The commodity aid sector - which incorporates emergency provisions such as food, shelter-related aid, non-food
items, emergency multi-sector aid, and food security programmes - was granted AED 69.3 million (USD 18.9 million)
in 2022. A significant 86% of this amount (or AED 59.4 million; USD 16.2 million) was used for emergency shelter
provisions and the monthly operational costs of refugee camps, including safety and security management and
information management systems. Notably, initiatives covered food baskets, AED 183.7 (USD 50) cash transfers to
1,360 Syrian refugee families, rent payments for Syrian refugees, winter clothing provisions, and the distribution
of nearly 3,000 winter blankets for those affected by the cold wave. In addition, the UAE supported initiatives in
constructing silos and enhancing food processing. The funding also facilitated the procurement and installation of
advanced loading, unloading, and surveillance equipment.

              04 Social Services

Building upon its dedication to humanitarian endeavors, the United Arab Emirates has been steadfast in its support
to Jordan, particularly towards uplifting its most vulnerable. In line with this pledge, the UAE has earmarked AED
60.7 million (USD 16.5 million) for social services projects in the country. A significant portion of this allocation,
amounting to 88%, is directed towards social welfare services.
