Sustainable Development Goal 9 aims to
build resilient, inclusive, and sustainable
infrastructure, foster innovation, and promote
industrialization by 2030. SDG 9 focuses on
investing in infrastructure development such as
transportation and communication networks,
to support economic growth and improve
the quality of life for all individuals. The goal
also emphasizes the importance of promoting
sustainable industrialization, encouraging
research and development, and increasing access
to technology and innovation for all countries.
By achieving SDG 9, the global community aims
to usher a world where everyone has access to
reliable and sustainable infrastructure, fostering

Global Progress of SDG 9: Build resilient infrastructure, promote inclusive and
sustainable industrialization and foster innovation

The COVID-19 pandemic has demonstrated the importance of industrialization, technological
innovation and resilient infrastructure in building back better and achieving the Sustainable
Development Goals. Economies with a diversified industrial sector and strong infrastructure (e.g.,
transport, Internet connectivity and utility services) sustained less damage and are experiencing
faster recovery. In 2021, global manufacturing rebounded from the pandemic, although the recovery
remains incomplete and uneven. In LDCs, recovery has been sluggish and remains uncertain; almost
one in three manufacturing jobs was negatively impacted by the crisis. Women, youth and low- and
middle-skilled workers suffered the most losses. Overall, higher-technology industries performed
better and recovered faster, providing a strong example of how important technological innovation
is to achieving Goal 9.
