A. UAE’s Select Achievements
as a Donor
The United Arab Emirates has consistently been a
significant contributor to global foreign aid, with
noteworthy achievements in various areas:

• Large-scale Contributions:
Over the years, the UAE has often emerged as one of the world’s most prominent development partners, and one
of the most generous countries in terms of Official Development Assistance (ODA) as a proportion of its Gross
National Income (GNI).
In 2022, the United Arab Emirates maintained its steadfast commitment to fostering global peace and prosperity.
The nation bolstered development, humanitarian, and charitable initiatives across numerous developing countries,
including assistance to 35 Least Developed Countries (LDCs). The aid extended by the UAE in 2022 reached AED
12.67 billion (USD 3.45 billion), reflecting an appreciable 12% surge compared to the prior year’s contributions.
Over the last five years, from 2018-2022, the total foreign aid disbursed by the UAE amounted to AED 92.22 billion
(USD 25.11 billion).
Regarding Official Development Assistance (ODA), the UAE’s support to global causes amounted to AED 6.51
billion (USD 1.77 billion), representing 0.33% of Gross National Income. 2
Also looking at a broader timeline, the total ODA disbursed by the UAE from 2018-2022 reached AED 43.90 billion
(11.95 billion). This equates to an average ODA/GNI ratio of 0.33% over the period from 2018-2022.
• Global Advocacy Efforts:
The UAE is not just a significant foreign aid donor but also a powerful advocate for global development and
sustainability. The country has been instrumental in bringing together world leaders, policymakers, industry
experts, and academics through high-level events that it organizes and hosts. These include the World Government
Summit, which explores how governments can harness innovation and technology to solve universal challenges.
