Aviation Permit Cancellation

About this service

The Department of Aviation and Navigation at the Ministry of Foreign Affairs issues diplomatic permits for military aircraft and ships, presidential aircraft, and government delegations from friendly and allied countries. It also handles requests for permits for private and military aircraft and ships of the state, aimed at enhancing the role of the Operations Department in achieving the ministry's objectives.

Service process

  1. Registration
    (enter the username and password shared with entities authorized to apply for the service.)
  2. Submit an application
    (fill in the service form, verify the information of the guest and the accompanying delegation and attach the relevant documents at least 10 days prior to the date of the visit.)
  3. You will receive a confirmation email
    (receive the reference number and log in to the system to follow up any updates)
  4. Reviewing the application
    (the application will be processed according to the official working hours of the MoFA)
  5. Sending No Objection Letter
    (after reviewing the application and getting it approved by the MoFA, a no objection letter would be sent to the concerned entity)

Conditions of Use

Conditions and Instructions for Presidential Aircraft and Government Delegations:


  • The required information must be provided to the ministry according to the approved forms at least 72 hours in advance of the flight date. In urgent cases, information should be provided 24 hours before the flight.
  • If there are VIPs on board the aircraft, their names and positions must be mentioned in Section (18) of the form.
  • If there is a request to cancel the granted diplomatic permit, it should be submitted 24 hours before the start of the flight to avoid any fees on the permit, if applicable.
  • For presidential aircraft arriving in the state solely for maintenance purposes, they must contact the Civil Aviation Authority to obtain the necessary permits, not the Ministry of Foreign Affairs.


Conditions and Instructions for Military Aircraft:


  • To ensure flight safety, the required information must be provided 5 days in advance of the flight date (excluding official holidays and weekends). In urgent cases, information should be provided 72 hours before the flight.
  • Civil cargo aircraft carrying military shipments or personnel must submit the request through the country owning the shipment or personnel, not through the country of the aircraft, according to Circular No. (25) of 2007.
  • When transporting weapons, ammunition, explosives, or military equipment, the Ministry of Defense must be contacted for approval if there is a military attaché from the requesting state. If there is no military attaché, the request is submitted directly to the Ministry of Foreign Affairs – Department of Aviation and Navigation.
  • If there is a request to cancel the granted diplomatic permit, it should be submitted 24 hours before the start of the flight to avoid any fees on the permit, if applicable.
  • If there are VIPs on board the aircraft, their names and positions must be mentioned in Section (18) of the form.
