Payment for COO attestation is mandatory before proceeding with related Invoice Attestation requests. Each LCA Declaration Number requires a separate COO attestation.

eDAS 2.0 is an upgraded version of the documents attestation system, for the digital attestation on documents and data relevant to goods imported to the UAE. This attestation will be restricted to the following documents:
• Commercial Invoices for goods imported to the UAE local market
• Certificates of Origin
“Physical Attestation Pending” refers to requests for validation or confirmation of physical documents or copies, which may be optional based on customer requirements.
The “Pay All” feature allows payment for pending invoice attestations, fines, COO attestations, and physical attestations together in a single transaction for user convenience.
A COO Pending Request refers to requests related to pending invoice attestations requiring validation or confirmation of Certificate of Origin (COO) documents.
Failure to pay within the grace period incurs an additional fine of AED 500 per invoice in addition to the attestation fee.
Customers have a 14-day grace period from the Bill of Entry (BOE) date to pay for the Invoice Attestation request fees to avoid additional fines.
“COO Payment” stands for “Certificate of Origin” payment, which is mandatory before proceeding with the Invoice Attestation request. The Certificate of Origin certifies the country of origin of goods.
In the new eDAS LCA attestation system, accounts are based on companies’ official email addresses registered in the trade license. Users sign up and sign in using UAE PASS after verification, ensuring compliance with the updated regulations.
With the implementation of eDAS 2.0 and Cabinet Resolution No. 38 of 2022, LCA (electronic) attestation has become mandatory for goods imported into the UAE valued at Dh10,000 and above, effective from February 1, 2023. There is no longer a need to physically scan documents and manually input data.

- The Ministry has launched the new Electronic Documents Attestation System (eDAS) for the attestation of documents of imported goods to UAE electronically with a digital stamp. For the moment, eDAS attestation will be restricted to the following documents;
The system will be fully automated which allows the majority of documents to be attested seamlessly and with no human intervention. In return, the system will be able to offer electronic attestation with digital stamp in a much shorter time, effort, and lesser expenses compared to the previous process.
Therefore, documents should be scanned with high resolution in PDF format and uploaded to the portal along with correct data entry to proceed with the transaction. After some time, the system will confirm the transaction status as valid and you can then download the attested documents.
