Her Excellency Noura Al Kaabi Delivers Keynote Speech at Tallinn Digital Summit, Showcasing UAE’s Leadership in Emerging Technologies

Her Excellency Noura Al Kaabi, Minister of State at the UAE Ministry of Foreign Affairs, delivered a keynote speech at the Tallinn Digital Summit. The Summit is hosted annually by the Estonian Prime Minister and gathers leaders from the digitally advanced world, including government officials, representatives from international organizations, and the private sector. Building upon the foundation laid by previous summits, stakeholders came together to focus on “Securing the Digital Tomorrow,” addressing challenges and seizing opportunities on the world’s journey towards a connected digital future.
Under the theme “Building Sustainable, Inclusive, and Technologically Advanced Nations,” H.E. Al Kaabi underlined the UAE’s commitment to prioritize emerging technologies as central to the country’s national goals, noting that these innovations have positioned the UAE as “a technologically advanced nation that ensures a sustainable and inclusive future for our nation and people.” Her Excellency highlighted the vast and recent efforts undertaken by the UAE, including the development of adaptive as well as forward-thinking regulatory frameworks, investment in education and training programs, and collaboration with global entities.
Futhermore, H.E. Al Kaabi stressed the UAE's commitment to equitable access to safe, transparent, and ethical emerging technologies globally, as exemplified by the UAE’s investment in open-source, large language models such as JAIS and NANDA. More importantly, Her Excellency underscored the importance of also rooting advanced technologies in humanitarian values and tolerance to counter any harmful usage of these enablers for progress and restore balance.
H.E. Al Kaabi’s participation in the Tallinn Digital Summit highlights the growing collaboration between Estonia and the UAE, and reinforces their shared commitment to using technology for sustainable progress and contributing to global discussions on technology governance. Her Excellency was accompanied by the UAE Ambassador to Finland and Estonia, Her Excellency Amna Fikri.
